You can not upload HD quality Photos or Videos on Facebook via web. However, you can upload high quality stuff on Facebook via web. Steps are mentioned below:
#1: Log in to Facebook and go to your profile.
#2: Click on Photos and click on Create album button
#3: Upload image and click on HQ Quality option from the left side setting.
#4: Click on Post.
